In reference to His Excellency Sir Hope Grant's Letter, I would make the following suggestions in reference to the terms of the existing Licenses.

I do not see how Canteen Houses can be established outside the Barracks under Military Control.
In respect to the Third I also adopt Mr. Alexander's View remarks on therein contained.
As to the First I quite concur with Mr. Alexander's views that it would be looked upon as a breach of faith on the part of the Government if there was any alteration or addition in every respect.
